About me
Julio César has 20 years of experience in the legal field. He has a Law degree from the National Autonomous University of Mexico, a Specialist in Public Finance from UNAM, a Master's Degree in Oral Trials from the Carbonell Center for Legal Studies, a Master's Degree in Public Administration from UDEC University and a Doctorate in Law from the Center for Law Studies. Legal Carbonell. Certified in Oral Litigation Techniques and Advanced Cross Examination Techniques from the California Western School of Law in San Diego, California. He has several diplomas in Fiscal Contributions and the New Criminal Justice System in Mexico.
Its beginning dates back to 2003, the year in which he began working at Notary 227 of Mexico City, then at Notary 233 of Mexico City and concluded his notarial experience at Notary 221 of the same entity in the year 2007; year in which he began to work as a legal advisor in the largest lessor in Mexico in those years called PURE LEASING, S.A. DE C.V.
At Pure Leasing, he was appointed General Counsel of the business group, being a pioneer in the structuring of lease contracts under the Sell and Lease back figure, designing credit contracts for companies such as Fisher's (restaurant industry), as well as the credit contract for the construction of the Omnilife stadium (Club de Futbol Chivas A.C.) and other companies from various branches, providing legal and contractual support for the placement of a portfolio of more than one billion pesos in a single year (2008). Designed and was in charge of the legal strategy for the debt issuance in the Mexican Stock Exchange.
In the middle of 2009, he was appointed Coordinator of Advisors of the Second Syndicate of the Naucalpan de Juárez City Council, State of Mexico, in the 2009-2012 administration, carrying out the analysis, review and audit of the Financial Statements, budget and patrimonial advances, balances checking; monitoring that the budget, of more than fifteen thousand million pesos, was exercised in compliance with Federal and State laws. Participated in advising for the restructuring of debts from previous fiscal years so that the City Council would have more liquidity. At City Hall, he was a member of the Procurement Committee and the Works Committee, ensuring that government tenders, purchases, and contracts were carried out in accordance with the provisions of applicable federal and state legal regulations.
Julio César was appointed technical secretary of the Legislative Commission for the Protection and Development Integration of Persons with Disabilities in the LVII Legislature of the Chamber of Deputies of the State of Mexico (2012-2015). In the position, he actively participated in various legal initiatives and reforms in the areas of urban development, works, social security and in the Criminal Justice Reform applied to the State of Mexico. He participated in the revision of the decree that issues the Income and Expenditure Budget Law for the years 2012 to 2015; in the implementation of the breathalyzer program and in the initiative and review of the New Public Contracting Law of the State of Mexico.
